Right below the page heading for your country/region insert this: {{subst:Wikipedia:WikiProject Biography/Work groups/Division banner}} and save. This will put a rough outline together for you and then you can edit it to conform to your area. If your project grows large enough where it's taking up a good portion of this page, you should probably move it to a subpage of this page.
You might also want to make a Members section for people to join your specific area!
