Its founding, and only commissioner was Vic Buccola who had been the Athletic Director at Cal Poly From 1973 to 1981. He then became a founder and commissioner of American West Conference. The WFC folded in part because of a new NCAA rule that prohibited member institutions who competed at the Division 1 (D-1) level in other sports to compete at the Division 2 (D-II) level in football. Some schools such as Santa Clara citing the increased costs of funding a program at the D-1 (or D-1AA) level chose to drop football all together.
