The Transitional Darfur Regional Authority (TDRA) is an interim authority for the Darfur region of Sudan.[1] The TDRA was established in April 2007 under the terms of the Darfur Peace Agreement[2] signed in May 2006.[3] Its main headquarters are in Khartoum with branch offices in the three states of Darfur.[4]

Contents

[edit] Structure and purpose

The TDRA is defined by the Darfur Peace Agreement as principal instrument for the implementation of that Agreement and as a means of enhancing coordination and cooperation among the three Darfur states; West Darfur, South Darfur, and North Darfur.

Primary responsibilities include facilitating the return of refugees and internally displaced persons, coordinating the restoration of security, and promoting peace and reconciliation.

The Darfur Peace Agreement stipulates that the Sudan Liberation Movement and the Justice and Equality Movement shall be represented in the TDRA with at least 8 of 10 seats.[5][6]

The Darfur Peace Agreement states that the TDRA shall consist of the following:

  • Senior Assistant to the President and Chairperson of the Transitional Darfur Regional Authority.
  • The Governors of the three Darfur states,
  • Heads of the Darfur Rehabilitation and Resettlement Commission
  • Darfur Reconstruction and Development Fund
  • State Land Commission
  • Darfur Security Arrangements Implementation Commission,
  • Darfur Peace and Reconciliation Council,
  • Darfur Compensation Commission, and
  • others that may be agreed by the Parties.

[edit] Membership of the TDRA

  • Minni Minnawi (Chairman)
  • Dr. Mohammed Suleiman Adam (Secretary General) [7]
  • Osman Mohamed Yousif Kibir in Al-Fashir (Governor of North Darfur) [8]
  • Ali Mahmoud (Governor of South Darfur)[9]
  • Abu el-Gasim al-Hajj (Governor of West Darfur)[10]
  • Abdelgabar Mahmoud Dosa (President of the Darfur Reconstruction and Development Fund)[11]

[edit] Future status

The TDRA is an interim authority. The permanent status of the Darfur region will be determined by a referendum to be held in July 2010 in which the people of Darfur will have the choice between either the amalgamation of the three current states of Darfur into a single autonomous Region of Darfur [12] (with a constitution and regional government) or the retention of the status quo. The TDRA will be dissolved in either case.[13]
