I am working in a geography project for Algeria. I am having some trouble extrapolating comparisons for reference.

I am equating the following terminilogy as follows:

Country = Country

Wilaya = State

Daira = county, district, locality

commune = municipality, city, town or village

is this correct?

Also, I have been able to find the 48 Wilaya's. I am trying to find a listing of Each wilays's Daira's, and Each Daira's communes. Is there any place I can find an accurate listing of this?
