This template makes links directly to commons category pages for discussions and decisions.

It is {{c}} format vice {{cat}}, so no 'category:' is displayed, just a bare link.

However, it will take a second perameter {{{2}}}.

The general sub-template Cms is used instead of hardcoded prefix as Mediawiki Commons will not build a link to itself that is valid. On the Commons, that template is a call to {{void}}.

Substing this

...would not be a good idea, in general, especially if used on template or template documentation pages which may take an argument. The logic will leave {{{2|value of {{{1}}} }}} on the page.
