William II (emperor of Germany) was annoyed at Britain's and France's alliance and was trying to test it by unnecessarily bringing up the Morocco issue. The conference merely made Britain and France closer and left Germany unfulfilled and starting to look like a bully.

"During the conference, the British sailed their North Sea Navy to the Strait of Gibraltar, which was also where their Mediterranean Navy was stationed. The purpose for doing this was to intimidate Germany."
