Taiwan, also known as Formosa, is an island located in the Western Pacific and East Asia with a tropical climate, annual typhoons and occasional earthquakes. It is governed as Taiwan Province under the Republic of China (ROC), along with the islands of Pescadores Islands, Orchid Island, Green Island, Taiping Island and Pratas Islands. The islands of Quemoy and Matsu Islands are administered under a separate Fukien Province by the ROC government. Although Taipei City and Kaohsiung City are on Taiwan island, they are directly administered by the ROC government under the municipal system. Taipei City is the de facto capital of ROC. And the government of Taiwan Province is located in Jhongsing Village, Nantou County. The political status of Taiwan is a sensitive issue due to the existence of two Chinese governments that both claim sovereignty over all of China. Since the 1970s, many nations switched diplomatic recognition of China from Taipei to Beijing after the ROC lost its seat at the United Nations to the PRC. The ROC government has governed Taiwan since 1945, whereas the PRC has never had any jurisdiction over the island. edit Selected article Shin Kong Life Tower (traditional Chinese: 新光人壽保險摩天大樓) is the third tallest building in Taiwan at 51 stories. The rose-coloured skyscraper topped by a pyramid is a landmark in Taipei. Its first twelve floors and two underground floors house a Shin Kong Mitsukoshi Department Store. The remaining floors provide office space and serve as headquarters for the Shin Kong Life Insurance Company. The structure stands across Chunghsiao Road from Taipei Main Station near the Asiaworld Department Store. The Shin Kong Life Tower was Taiwan's tallest building when it opened in December 1993. In 1997 the building was surpassed as Taiwan's tallest by the Tuntex Sky Tower in the city of Kaohsiung. Both were surpassed in height by Taipei 101 in 2004. edit Selected picture

He later switched his major to laws and graduated from the NTU College of Law in 1958. He was then conscripted and served in the Republic of China (Taiwan) Army for sixteen months. In 1960, Chai went to the United States and studied at the University of Tennessee, where he earned his master's degree in political science.
