Luis Alva Castro is a Peruvian politician. He was born on February 17, 1942, in the city of Trujillo. He served as the 2nd Vicepresident of the Republic, Prime Minister and President of Peruvian Chamber of Deputies during the government of President Alan García.

He was elected to the Peruvian Chamber of Deputies for the period of 1980-1985. Leader of the APRA (Partido Aprista Peruano) from 1985 to 1990, he reached the position of Secretary General after the resignation of Alan García. He was also Prime Minister from 1985 until 1987, when serious disputes with President García forced him to step down from the position.

He was the Candidate of the APRA party during the National Elections of 1990, gathering 22,6% of the vote.

On 1993, he presided over the celebrations concerning the centenary of the birth of Haya de la Torre.

He is currently the Interior Minister and a member of the Peruvian Congress representing La Libertad, and has also served as President of the Andean Community of Nations in August, 2001.
