This is a list of the world's cities by quality of living, according to the "Mercer Human Resource Consulting Quality of Living Survey".[1]) In 2008, Zurich retains its 2007 title as the highest ranked city, followed jointly by Vienna (2), Geneva (2), then Vancouver (4) and Auckland (5). The quality of living survey covers 215 cities and is conducted to help governments and major companies place employees on international assignments. The survey also identifies those cities with the highest personal safety ranking based on internal stability, crime, effectiveness of law enforcement and relationships with other countries. In this case, Luxembourg is top, followed by Bern, Geneva, Helsinki and Zurich, all equally placed at number 2. The 2007 survey identified Zurich, Geneva, Vancouver and Vienna as having the highest quality of living. The least desirable cities were found to be Brazzaville and Pointe Noire in the Republic of Congo which scored 23 and 30.5 respectively. The cities — 218 in total — were evaluated on 39 factors including political, economic, environmental, personal safety, health, education, transportation and other public service factors.
