Tommy Angelo is the main character in the game. Originally a cab driver, but due to a combination of unpleasant circumstances, he is forced to join the Mafia. Tommy is all in all a nice guy, but a tough childhood and life in the 1930s have changed his moral values a little. Thus, he is capable of doing things that a normal person would not understand, but his conscience sometimes haunts him.

Tommy started out as a taxi driver on the streets of Lost Heaven, which is said to be based on New York or/and Chicago during prohibition. He also may served during the First World War due to his excellent proficiency with a wide variety of firearms. While by his cab on October 3, 1930 two mafia gangsters, later to be his partners Paulie and Sam surprise Tommy and tell him to outrun some rival mobsters chasing them. He soon gets involved with Don Salieri and all his criminal operations. He does jobs like murdering other gangsters, collecting money, entering races, stealing property, bootlegging, robbing banks, and damaging people and or property. He rises through the ranks of the family by using his cunning style to overcome obstacles in the family. Like their consigliere ratting on the family, and skill to do any job. He meets contacts all over the city who give him helpful tips as well as help him out during his missions like mechanics and safe crackers. The Salieri family eventually gets its vendetta so high with the Morello's, a rival family that they break out in war. Morello's brother is killed along with many of his partners and associates and Morello's ruthlessness causes him to lose the war. During all of this he becomes involved with Sarah, the daughter of the bartender of Salieri's Bar, Luigi.

Finally, in the year 1938, Paulie and Tommy finds out that Salieri has been fooling them, secretly smuggling diamonds and keeping all the profits. Frustrated over being fooled on money, Paulie suggests that they rob a bank. Sam refuses but doesn't reveal he'll tell Salieri. Tommy first refuses, but once alone Paulie convinces him and they make up a plan. The heist is successful but the very next day Tommy finds Paulie in his apartment lying dead in a pool of blood. Sam calls Tommy and tells him to meet at an art gallery where it is revealed Salieri has ordered the deaths of Paulie and Tommy after their moonlighting (Sam told about Paulie's suggestion, making it of no difficult to guess who did that bank heist). After a shootout Tommy comes out victorious, killing Sam and several of Salieri's men. He quickly flees to Europe with Sarah and his (never named) daughter, but returns the same year (in the intro of the game) where he set up a meeting with a detective called Norman at a restaurant. During the afternoon Tommy tells his story (and thereby narrates the game piece by piece) and agrees to testify against Salieri if he gets a shorter sentence and receives protection, saying "If these people go to jail, or better up - death row - they won't be able to take revenge on me. At least not as easily if they were free." He then goes into the Witness Protection Program with his wife Sarah and daughter, and after the grand trial - in which more than 80 gangsters are sentenced to electrocution or prison for at least eight years, and Salieri to life. After the war, Tommy and his family are moved to the other side of the country under new names where he takes job as a driver "for a respectable company". On October 5, 1957 he stands outside his house, now 57 years old, watering the grass when a car stops by on the sidewalk (19 years after the start of the trial). Two men get out, walk to Tommy and asks "Mr Angelo?". Tommy confusedly answers "Yes?" and the hitman answers "Mr. Salieri send his regards", the other lifting a lupara and shoots him in the chest. As a woman screams and the two men get back into their car and hurry away, Tommy lies on the grass with a big hole in his chest, blood running out, the hose lying next to him. Tommy's last narration as the camera rises from his dead body ends with "I think it's important to keep a balance in things. Yeah, balance, that's the right word. Cause the guy who wants too much risks losing absolutely everything. Of course, the one who wants too little from life, might not get anything at all." There is a heavy rumor that Joe Barbaro side-protagonist for Mafia II might have been the hitman with the lupara and shot Tommy.

The character of Tommy Angelo is probably a reference of Ray Liotta's character from Goodfellas, Henry Hill.

Norman is the typical example of a detective brought up through the school of hard knocks. He is a scruffy, tough guy, who acts like he hates everybody around him. Tom tells him his story, but does not get much sympathy. He really wants to put the family away but agrees to help Tom and his family by giving them new identities and moving them to the western side of the United States. When Tommy meets him, Tommy says; "Detective, Norman, can I join you ?", and then onto saying, "Sorry for the Delay, but I didn't want anyone to see me,..."

The Don is the boss of the Salieri family that Tommy works for. He is a guy who's lived through a lot and doesn't get excited too easily. He is typical of a Mafioso, who has not built up his position just for money and does not always kill to get what he wants. He is friendly, but when he gets tough he can become dangerous. Sometimes business is more important than friendship to him. At the end of the game he is sentenced to life in prison. Salieri is presumed dead during his imprisonment in Late September, 1939.

Don Salieri is most likely a reference to Paul Cicero from the movie Goodfellas, in which Cicero was portrayed by Paul Sorvino, father of Tommy Angelo's voice actor Michael Sorvino.

Killed in: Prior to the Mission The Death of Art

Paulie is Tom's sidekick, and energetic and hot-tempered guy, who sometimes behaves and often work and have fun together. Paulie is very similar in appearance to Joe Pesci.

In the beginning, Paulie and his partner Sam kidnap Tommy and force him to act as a getaway driver. They exchanged fire at the car believed to be Don Morello's men chasing at them. At the end of the game, he was killed by Sam after robbing the First National Bank with Tommy the day before (Sam killed Paulie with a shotgun).

Paulie is most likely a reference to Tommy DeVito, played by Joe Pesci from the film Goodfellas.

Killed in: Mission: The Death of Art

Another of Tom's colleagues. He is a big, friendly guy, with a nice smile. In spite of his size, he is timid and a little clumsy, and does not talk much. He often works with Tom and Paulie, and they are good friends. He used to be a mechanic before his career in mafia, as he can repair a car (as seen in "Creme de la Creme").

Though he seems to be a bit actor at the beginning, Sam will play a moderate role in many of the game's most dramatic missions. He also seems to be injured the most of all the people in this game. Later at the end of the game, he and his gang believed to have murdered Paulie after he heard Paulie and Tommy robbed the bank. After that he will make a phone call when Tommy arrives in Paulie's apartment to go to the museum.

Later Sam asks his men to kill Tommy. After a hard fought battle with his men, Sam will have a battle with Tommy when Tommy wins the battle leaving him wounded and then Tommy shooting him to his death.

Sam is most likely a reference to Jimmy Conway, portrayed by Robert De Niro in Goodfellas.

Killed in: He was believed killed in 'Omertà' but was actually killed prior to 'The Death of Art'.

Frank is Don Salieri's best friend and consigliere. His main concern is family finance and the legal side of business. He is well suited to this. At first sight he does not seem to belong among these criminals, as he is a very quiet inconspicuous nice guy. He does his work mainly because of an attachment to Don Salieri, as well as their mutual past. They grew up together in a poor quarter and thanks to Don he gained most of what he has, Frank betrays the don and a hit was ordered by Salieri but Tommy is unable to do this. If he had grown up in any other place he would certainly be a successful lawyer or businessman.

Frank's family is kidnapped by the police and Morello's thugs and told the only way to free them is to cooperate and hand over incriminating evidence on Salieri family affairs. He cooperates and Salieri orders Tommy to kill him.

After confronting Frank at the airport, Tommy learns about Frank's position and rescues his family from where they are being held captive. Tommy then allows them to escape to Europe and tells Salieri that Frank is dead. Later Sam reveals that Salieri discovered Frank was alive and had him murdered five years after his betrayal.

He has worked for the family for a long time and it means everything to him. It's strange that such a good guy like Vincenzo found his greatest love in guns, but that is why he takes care of Salieri's arsenal of weapons and tries to select the best equipment for a mission, this is not always true though, because most of the time he sticks Tommy with a Colt 1911 pistol or a baseball bat even though he can give him a Shotgun or Tommy Gun, this makes doing missions very difficult for Tommy. He probably ends up in prison with many other of Salieri's gangsters. Vincenzo can be killed in the Just For Relaxation mission and the game won't end, probably because it's the last time Vincenzo appears in the game.

Ralph is excellent when it comes to dealing with vehicles. He can take apart, repair, improve and then rebuild whatever he gets his hands on and that is about it. His world revolves around anything on four wheels, and he knows little about anything else. That is why he will only talk about vehicles, though even conversations about vehicles are not easy for him; as he stutters.

Killed in: Cremé dé la Cremé.

Salieri's main adversary and Don of the Morello family. Where Salieri opts for negotiation, Morello uses an army of men with Thompsons. Where Salieri punishes treachery, Morello indiscriminately shows his might. Because of this he has a big influence in the city, which he is trying to extend into Salieri family territory. He is greatly helped by his brother Sergio. However, he ultimately destroys everything he's involved in through his overly brutal behavior. Him and Salieri used to work for Don Peppone as his right hand men but upon the death of their Don, they split up Lost Heaven and each ruled their sections on their own. There are three alternative death scenes for Morello. One he is shot down in a plane by Tommy; the second his car drives off a bridge and the third one is when he dies on the road.

Lucas is a pleasant Sicilian of middle age, a car mechanic for the rich. He is very big-hearted even though, in view of the services he provides to the Mafia, he is no saint. He is rumored as of right now to possibly return in the upcoming sequel Mafia II as a mob boss.

Introduced in: First seen closing up the bar in 'The Running Man'. From 'Molotov Party' onwards Tommy can interact with him but he doesn't speak in a cutscene until 'Fairplay'.

The bartender at Salieri's bar. He is a kind man who has many a conversation with Tommy. He appears in nearly every mission, behind the bar, waiting for customers. He usually tells Tommy to check back later, when they can have an interesting and informative conversation.

Introduced in: Sarah (though she is first seen working at the bar in 'Fairplay'.

Luigi's daughter. Tommy escorts her home in "Sarah" and protects her from a street gang. Sarah then invites Tommy in to her apartment at the end of the mission, where they have sex. In conversations with Frank and Paulie, Tommy expresses some doubt on whether he will be able to maintain any future relationship with Sarah while he is working for Don Salieri, committing crimes and murdering rivals. However they develop a relationship which evolves throughout the game and eventually they get married and have a daughter. This relationship blossoms in "Sarah," and is touched on in other missions, such as "A Trip To The Country" and in the epilogue. Sarah appears for a moment after the race in the Fairplay mission sarah also appears in "The Running man " as a passenger in front of the hospital Sarah is most likely a reference to Lorraine Bracco's character Karen Hill in the 1990 movie Goodfellas.

The gate guard for the City of Lost Heaven racing track night shift and a friend of Ralph. His assistance is needed in the mission "Fairplay" where Tommy is required to steal a racing car from the track and bring to Bertone, so that he can sabotage it to ensure that the car loses the race.

Introduced in: Fairplay

Killed in: Sam mentions in 'The Death of Art' that he has killed her though he does not mention the precise time.

She is a prostitute and a good friend of Tommy's wife Sarah. She congratulates Tommy after his win in "Fairplay" and turns out to be "The Whore" in mission 8, which has the same name. Frank tells Tommy that Michelle has been leaking information to Morello which has costed Salieri money and men. When Tommy finds her having a bath in her room at the brothel, she begs with Tom not to kill her and explains that Morello had threatened to kill her brother and she decided to save his life by providing Morello with information on Salieri (though this explanation is difficult to hear due to an inner monologue by Tommy at the exact same time). Under Tommy's request, she leaves the city, never to return; however in "The Death of Art" it is revealed that she has returned to the city. Her reappearance makes the Salieri family suspicious of Tommy and leads to their discovery that Tommy let Frank escape.

An informant for the Salieri Family who usually hangs out in Chinatown. He informs the player of the gang's base of operations in "Better get used to it" and tries to help the player find Frank in "Omerta". In the 'You Lucky Bastard' mission Don Salieri mentions that Biff informed him of Sergio's mistress, who is later killed in a botched assassination attempt to kill Sergio by planting a bomb under his car.

Is always loafing on the Central Island, near the Museum. He's a good stoolie, and he has connections with the cops and in the court. There is also a dog during the mission that hangs around near where Little Tony is .

Killed in : Better Get Used to It.

An obnoxious little street punk who harrasses and sexually assaults Sarah on her way home from working at Salieri's bar. Tommy hunts him down in the mission "Better Get Used To It." However, as he is the son of an important politician, his death creates quite a commotion, and a problem for Tommy. Though Billy was actually shot to death by Paulie, all the other characters accuse Tommy of his murder.

Killed in: "The Priest"

This friend of Billy's somehow lives though his ordeal with Tommy in "Better Get Used To It" and brings the councilor and all of the corrupt politicians down hard on Salieri. He is seen again after Tommy, through pure coincidence, stumbles into the church where Billy's funeral is being held. Though he vanished from the Church after identifying Tommy, his death may have been insinuated in the gun fight that followed as he may have been represented by one of the generic gangsters that Tommy kills in the church. Later when Salieri tells Tommy that the City Counsellor must be killed after "the boy". This may be reference to Salieri wanting Johnny killed.

A reluctant informant who gives Tommy a ton of snappy backtalk before telling him about Frank and the accounting books in "Omerta." He can be found not far from Lucas Bertone's shop, under the Giuliano Bridge with 2 other men. Shooting him or beating him with a bat will get him to talk.

Introduced in: Visiting Rich People.

Salvatore is the best lock picker in the city. He aids Tommy in the mission "Visiting Rich People" by opening the gate, the safe in the office, and the Prosecutor's Silver Fletcher. During the mission "Visiting Rich People", Tommy can give "WAIT!" and "FOLLOW ME!" orders to Salvatore. Salvatore is also rarely sometimes slow to follow Tommy around during that mission.

Introduced / Killed in: A Great Deal.

Whether or not any pun is aimed at Microsoft's multi-billion dollar former CEO is unknown. In this game, Bill is introduced as a whiskey dealer from Kentucky who arranges a deal with Paulie. His part is very minor, as he gets shot almost immediately after Tommy meets him. However, it turns out that he is not from Kentucky. In fact, he is just a small time thief who stole from Morello, which is why the gangsters came to hunt him down.

Pepe is the owner of a fine Italian Bar and Pizzeria in New Ark. His restaurant is the personal favorite dining spot of Don Salieri. In the mission "Bon Appetit!" Tommy accompanies the Don for a lunch at Pepe's, though the situation turns rapidly downhill once they finish their meal as Morello's men pull up and destroy the restaurant in an assassination attempt on Don Salieri's life. However, Pepe survives the ordeal, and receives some money from Don Salieri to fix up his restaurant.

Salieri's double-crossing driver. He called in sick the day when Morello attempted to assassinate Salieri. Tommy hunts him down for retribution. Again, there is no mention as to whether or not this is the same Carlo as Lucas' friend who wants Tommy to beat up Stan in "Omerta." He is a reference to Paulie Gatto, a character in The Godfather who called in sick the day and informed for a rival family and his Don, Vito Corleone was nearly killed in an assassination attempt. Paulie is later shot three times in the back of the head in a car later in the film

Killed in: Happy Birthday

Morello helped him get into politics and is therefore a big supporter and friend of the Morello Family. He is also Billy's father. Frank first mentions the city councilor in mission, "The Whore" and he is later seen attending Billy's funeral in "The Priest".

As a friend of the mayor, the city councilor is a continual thorn in Salieri's side. Later Tommy infiltrates his birthday party on a steamboat and publicly assassinates him as he speaks of his plans to catch the man who murdered his son during a speech before his guests.

This is a major event in the chain of Salieri's attack on those who associate with Morello as the implications of this would mean the general power of the two families were now roughly equal.

B.October 4, 1882 D.August 14, 1935 (age 52)

Introduced in: Bon Appetit.

Killed in: You Lucky Bastard.

Sergio Morello Jr. is the younger brother and right-hand man of Salieri's rival Don. His uncanny ability to avoid death becomes evident in the mission "You Lucky Bastard" where Tommy is sent to kill him. The campaign to kill to Sergio therefore becomes the longest and drawn out series of missions in the game. This is another major event in the chain, as it marks the death of one of Morello's closest accomplices who had control of the unions in the city; his and essentially Don Morrello's biggest assets were the dockers union which of course was a very useful trump card. This liquidation paved the way for a complete Salieri family controlled Lost Heaven.

Introduced in: Moonlighting.

A one-armed gunsmith who, despite being off the beaten path, is helpful to the game. Although the player only has access to his shop in the last few missions, his arsenal of weapons is very helpful when trying to beat said missions. His shop (though not his body) remains in Freeride mode and is a source of purchasing new weaponry. His shop can be found in the parking lot behind the Twister theater in Western Hoboken. Tommy is able to kill Yellow Pete and his bodyguard after getting weapons from him for the last mission. In fact, both Yellow Pete and his bodyguard can be shot already in the Moonlighting mission and remarkably they are both alive and well in the next mission which is The Death Of Art.

[edit] Lucas' Friends

Introduced in the following missions: 'A Trip to the Country', 'Omertà', 'You Lucky Bastard', 'Election Campaign' and 'Moonlighting'.

There are a number of side quests that Lucas sends Tommy on, who in return is taught how to break into nicer and more elusive vehicles. Some of these missions involve doing a favor for his friends. The first one requires Tommy to warn one someone that the cops are coming for him. The second requires Tommy to beat up a guy named 'Big Stan' on behalf of Lucas' friend Carlo. Other missions include picking up Lucas' friends, one of them whose been shot, and driving them to the house of a doctor; picking up a friend before he is arrested by police; tailing a woman as she makes her way to a guy that owes Lucas money; dumping a car that is being looked for by police, off a cliff; and delivering a package to a guy named 'Big Dick', who later help to defeat some gangsters.

In this mission Sam is captured by the Morello's men and the police, who have created an alliance to destroy Salieri, and is nearly tortured to death. After Paulie and Tom rescue him he is taken to the house of the Family's doctor. In a sub quest offered by Lucas, Tommy must collect two of Lucas' friends, one of whom has been shot, and drive them to the same doctor.

After Tommy interrupts Billy's funeral and massacres all the gangsters in the church, he tries to convince the Priest that they were bad people and deserved to die. He gives the Priest money to repair the damage done during the gunfight and asks him to pray for Tommy's soul.

Frank's wife and daughter who have been detained by the police, who promise to release them and relocate them to Europe with Frank if he gives the FBI sensitive information on Salieri. After Tommy rescues them they join Frank on the flight to the Europe.

Introduced in / Killed in: The Running Man

Two members of the Morello Family who hunt down Tommy after he saves Paulie and Sam in the first mission. After finding Tommy, one of the gangsters (referred to as Louie by his friend) smashes Tommy's cab up with a bat, while the other (who is unnamed but does all the talking) beats Tommy up. Tommy escapes through back alleys, but they chase him all the way to Salieri's bar. After following Tommy inside they are executed by two Salieri gangsters, and their bodies are later removed in a truck.

Introduced in: Visiting Rich People

A friend of The City Counsellor who is building up a case against Salieri, who sends Tommy and Salvatore to his villa and steal incriminating evidence. He arrives at the villa as Salvatore is breaking into the safe in his office and will not raise the alarm as long as Tommy hasn't killed anyone. In his bedroom Tommy can meet Mrs. Public Prosecutor, who is wearing a facial mask and therefore cannot see that Tommy is not her husband and call him "darling" and ask how his day was.

While Morello and Sergio discuss the failed assassination on Salieri, Sergio's thugs beat a dock worker in the background. The dock worker, who wanted to strike without Sergio's permission, insults Morello to his face. At the end of the scene Sergio tells his thugs to kill him and dump his body in the ocean.

Now cooperating with Morello to destroy the Salieri Family, two police officers confront Tommy after he finds some of his associates dead. After a few lines of dialogue they open fire.

The Don under whom both Morello and Salieri served in the early parts of their lives. Tommy mentions him to Norman during "Intermezzo 4". He was killed when Morello and Salieri stuffed up a deal back in the early 1920s.

A very minor character who is never confronted face-to-face like the other characters and has no dialogue. However, his assassination is the central focus of the 'Election Campaign' level, where Salieri has Tommy snipe the politician during a public speech in the park, from an old dilapidated jail which has become headquarters to an unknown armed group of thugs.

B.August 2, 1901 D. October 23, 1930 (age 29) Introduced / Killed in: Ordinary Routine

Also a very minor character who appears in only one mission at Clark's Motel, where Tommy, Sam and Paulie come to collect protection money. He works for Morello and tried to steal the money, but is chased and killed by Tommy. There are few deaths for this guy: the one is when Tommy kills him in a drive-by, second is when he flips his car over and dies and third is when his car is very damaged. He will then get out and try to kill Tommy, but player has a choice of either getting out of car and shooting the thief, or driving him over with a car. It is also possible to avoid the car chase by shooting the wheels off his car prior to entering the motel. This will see him stand outside the motel, near his damaged vehicle, shooting at Tommy.
