Introduced in: "Introduction/Hospital Scene"

Tanner is an Undercover police officer in the Chicago Police Department, as well as the games protagonist and playable character. He is told by his boss that he must work undercover with his new partner, Detective Tobias Jones, to track down Pink Lenny, a former henchman of crime lord Solomon Caine.

Introduced in: "Introduction/Hospital Scene"

Detective Tobias Jones is another Undercover Cop (and Tanner's new partner) who works with Tanner in trying to track down Pink Lenny. Alvaro Vasquez sends a hitman to try and kill Tobias later in the game while he and Tanner are in Rio De Janiero, but he survives.

Introduced in: "Caine's Compound"

Solomon Caine is the boss of "Caine's Crew", a criminal empire stretching from Chicago to Las Vegas. He tries to catch Pink Lenny, a former associate of his, but fails to do so as Tanner manages to catch and arrest him.

Introduced in: "Casino Getaway" (Or Possibly the Tailing the Drop Mission)

Alvaro Vasquez is a mysterious Brazilian Mobster who runs the biggest cocaine selling operation in Brazil, as well as Solomon Caine's Rival. Pink Lenny is rumored to have worked for him. His and Caine's rivalry ends after Pink Lenny's Arrest.

Introduced in: "Introduction/Red River Bar Scene"

Pink Lenny is the main criminal focus, and the man whom every other character in the story wants to find. He is a former henchman of Solomon Caine and is now rumored to work for Vasquez. He is caught and arrested by Tanner after he crashes his Helicopter In Rio.

Introduced in: "Introduction/Red River Bar Scene"

Jericho is Solomon Caine's main hitman, lieutenant and bodyguard. He is noted for his twin sawed-off shotguns and black trench coat. While a minor character in Driver 2, he becomes the main antagonist in the sequel, Driv3r, after he kills Solomon Caine and takes over his Crew.
