The Goa Assembly consists of 40 members in a unicameral legislature. In charge of the budget, the Assembly appropriates money for social programs, agricultural development, infrastructure development, etc. It is also responsible for proposing and levying taxes.

Following the end of Portuguese rule, in 1961, Goa was placed under military administration headed by Lt. Gen. Candeth. But on June 8, 1962, military rule was replaced by civilian government when the Lt. Governor formed an informal Consultative Council of 29 nominated members to assist him in the administration of the territory. The Council first met on September 24, 1962, in a meeting open to the public.

The Assembly first convened on January 9, 1964, in the Secretariat building (Adil Shah's Palace). When Goa became a state of India, in 1987 the number of seats in the Assembly was increased to 40.

Today the Assembly meets in its own Goa State Legislative Assembly Complex in Porvorim, Bardez, Goa. Construction on the building began on January 22, 1994, and its completion was inaugurated by Prime Minister Atal Bihari Vajpayee on March 5, 2000.
