Idaho's 2nd congressional district includes the Eastern Idaho and Magic Valley regions of the state and other outlying areas, as well as a small portion of the Boise metropolitan area, including two-thirds of Boise itself. Other major cities in the district include Idaho Falls, Pocatello, Twin Falls, Rexburg, Burley and Mountain Home.

The district was created for the 1918 Congressional election by the Idaho Legislature. The boundaries have been changed several times by reapportionment. As of April 2009 the district had a Cook Partisan Voting Index score of R +17.

The Church of Jesus Christ of Latter-day Saints has a strong presence in the district; a member of the LDS Church has represented this district continuously since 1951. Since 1999 the district has been represented in the United States House of Representatives by Mike Simpson, a Republican from Blackfoot.

[edit] Voting in Presidential Elections

The district contains nine of the top 100 counties with the highest percentage of the vote in the 2000 presidential election, which are: Madison, Franklin, Fremont, Jefferson, Cassia, Caribou, Clark, Oneida, Bear Lake Counties. Bush registered between 90.7 percent and 81.6 percent of the vote in these largely-rural counties.

Since the last redistricting following the 2000 Census, George W. Bush received 69 percent of the vote in this district in 2004 presidential election. In the 2008 presidential election John McCain easily carried the district with 61 percent of the vote even though Barack Obama won two counties: Blaine County, the only county that traditionally votes Democratic, and barely won Teton County.
