Since Prva HNL is set to expand from 12 to 16 clubs for the 2009–10 season, this season the top four teams will get promoted to Prva HNL and the last four will be relegated to Treća HNL. The fifth placed team will also play a promotion two-legged playoff against the last placed team in the Prva HNL 2008–09.

The league features 16 clubs, playing in a double round robin league system, and will be held between 23 August 2008 (Round 1) and 30 May 2009 (Round 30).
