Christopher J. Foy (born 20 November 1962[1]) is an English football referee. He comes from St Helens, Lancashire.[2]

Foy first started refereeing in 1983. In 1994 he was promoted to the Football League List of assistant referees, and progressed to the Premier League assistant referees' List in 1995.[1]

He made the step up to the Football League as a referee in 1996, and became a Premiership referee in 2001,[1] taking charge of the 0-0 draw between Bolton Wanderers and Charlton Athletic on 15 December 2001.[3] Earlier that year, he was appointed fourth official for the FA Trophy Final at Villa Park on 12 May 2001, when Canvey Island defeated Forest Green Rovers by 1 goal to nil.[4][5] Less than two years earlier, when refereeing a match between Chester City and Rochdale on 30 August 1999, Foy was wrestled to the ground by an irate supporter while the match was in progress.[6]

He was fourth official during the International friendly match when England lost 2-1 to Italy at Elland Road, Leeds, on 27 March 2002.[7]

He was fourth official again at the Millennium Stadium on 21 May 2006 for the Championship play-off between Leeds United and Watford. The Hertfordshire side ran out 3-0 winners.[8]

Nine days later he was fourth official yet again when England played Hungary at Old Trafford, England winning 3-1.[9] Foy subsequently retired from international activities at the complusory age of 45 in 2007.

Also in 2007, he was selected to referee the FA Trophy final at Wembley between Stevenage Borough and Kidderminster Harriers on 12 May 2007. The match was won 3-2 by Stevenage, with 4 yellow cards being shown.[10]

On 3 February 2008, Foy removed the Fulham mascot, Billy the Badger, from the playing area for breakdancing on it during their 2-1 home win over Aston Villa.[11]

In April 2008, Foy was chosen to carry out fourth official duties at the 2008 FA Cup Final between Portsmouth and Cardiff City at Wembley on 17 May 2008, with Mike Dean as referee.[12]

Foy has been actively involved in the Don't X The Line[13] campaign to eradicate abusive or aggressive behaviour from players and spectators at junior and youth matches.[14]

As an Everton fan,[15] Foy does not referee games involving the club, apart from friendlies,[16] and one Premiership match away to Aston Villa in 2002 before he had declared his interest.[17]

Chris Foy officiated the 2009 Football League Cup Final between Manchester United and Tottenham Hotspur on March 1st 2009 which ended 0-0 after extra-time with United securing victory on penalties.[18]

Foy took charge of the 2009 FA Community Shield between Chelsea and Manchester United which ended 2-2 after extra-time with Chelsea winning 4-1 on penalties.[19]
