California's 11th congressional district is located in Northern California, encompassing parts of San Joaquin, Alameda, Contra Costa, and Santa Clara counties. This swing district is currently represented by Democrat Jerry McNerney, who defeated Republican incumbent Richard Pombo in the 2006 election.
