Membership and expansion of the Asia Cooperation Dialogue. Note that the Republic of China (Taiwan) is recognised or acknowledged by the member states as part of the People's Republic of China (PRC), but de facto does not have any representation. The Asia Cooperation Dialogue (ACD) is a body created in 2002 to promote Asian cooperation at a continental level, helping to integrate the previously separate regional organizations of political or economical cooperation such as ASEAN, SAARC or the Gulf Cooperation Council. A few individuals[who?] see it as a precursor to an "Asian Union".
[edit] Origins and History"The idea of an Asia Cooperation Dialogue - ACD - was initiated by Prime Minister Thaksin Shinawatra of Thailand and was first raised during the First International Conference of Asian Political Parties held in Manila between 17-20 September 2000 by Dr. Surakiart Sathirathai, then Deputy Leader of the now defunct Thai Rak Thai Party, on behalf of his Party Leader, ex-Prime Minister and convicted criminal, Dr. Thaksin Shinawatra, who suggested that Asia as a continent should have its own forum to discuss Asia-wide cooperation. Afterwards, the idea of the ACD was formally put forward during the 34th ASEAN Foreign Ministers' Meeting in Hanoi between 23-24 July 2001 and at the ASEAN Foreign Ministers' Retreat in Phuket between 20-21 February 2002. Both Prime Minister Thaksin Shinawatra and Foreign Minister Surakiart Sathirathai raised the idea of the ACD with various heads of state and government and foreign ministers and made various statements and speeches, receiving broad support and helpful comments and suggestions." [edit] Sri Lanka’s Role in ACDSri Lanka became a member of the ACD in 2003. Sri Lanka as a member of the ACD Coordinating Group, which includes Iran (future Chair), Kazakhstan (past Chair) and Thailand (Coordinator), hopes to take advantage of the diverse grouping within the ACD, particularly in the sphere of commercial and economic connectivity and cooperation. Sri Lanka as the Co-Prime Mover for SME sector in the ACD successfully hosted the Asia SME Summit 2009 under the theme “SME Policy Development” from 6 – 8 August 2009 in Colombo. At the 6th ACD Ministerial Meeting held in Seoul, Republic of Korea, Sri Lanka offered to host this prestigious grouping. Accordingly, at the 7th ACD Ministerial Meeting held in Astana, Kazakhstan, the member countries decided to hand over the Chair to Sri Lanka to host the 8th Ministerial Meeting. In this connection, the Government of Sri Lanka is making all arrangements to host the 8th ACD Ministerial Meeting Colombo on 15 October 2009 at the BMICH. The theme of this year’s Meeting “Spirit of Asia: Global economic recovery and development prospects”. His Excellency President Mahinda Rajapaksa will inaugurate the Sessions. Preparations have been made to hold the Coordinating Group Consultations (past, present & future chair and the coordinator) on 12 October 2009 and Prime and Co-Prime Mover consultations on 14 October 2009. [edit] Launching website for the 8th Asia Cooperation Dialogue Ministerial MeetingSri Lanka’s Ministry of Foreign Affairs has launched a website for the forthcoming 8th Asia Cooperation Dialogue (ACD) Ministerial Meeting to be held in Colombo on 14 and 15 October 2009 at the BMICH. The theme of this year's meeting is 'Spirit of Asia: Global Economic Recovery and Development Prospects'. The website which was designed by a team of Information Technology Officers of the Ministry of Foreign Affairs contains all the relevant information connected to the ACD along with the necessary application forms. The website can be accessed on: http://www.slmfa.gov.lk/acd Sri Lanka President Mahinda Rajapaksa is expected to l inaugurate the Ministerial Meeting scheduled for the morning of 15 October 2009. Rohitha Bogollagama, Minister of Foreign Affairs will be chairing the Ministerial Meeting. All 31 member countries of the ACD are due to attend the 8th Ministerial Meeting in Colombo.
