Abdullah Saleh Al Mulla was Secretary of State in Kuwait under the Emirs Sheikh Ahmed Al Jaber Al Sabah and Sheikh Abdullah Al Salem Al Sabah. Educated in Britain, Abullah Al Mulla was instrumental in negotiating with foreign governments on behalf of the Kuwaiti Government. During his tenure as Secretary of State, Abdullah Al Mulla acted on behalf of the Emir in discussions with major international oil companies to start exploration and drilling for oil in Kuwait.

At the same time, Abdullah Al Mulla started his private business, which today has grown into a multi-national conglomerate known as the Al-Mulla Group.
